Hearts and Minds


Winning the ’Hearts and Minds’ of the Afghan people was and is part of the US and NATO strategy in Afghanistan to try and win over people’s scepticism for the policy of the Afghan government and of the international forces. In theory, the concept of winning ‘hearts and minds’ describes a mixture of military, economical, political and social approaches towards local populations. Early versions of the strategy were first developed and applied by French and English military forces in the 60ies, in the colonial wars in Algeria but also in Malaysia.
